Meet Joe Livingston

Joe is a native Texan. He was born in Dallas and grew up in the Dallas/Ft. Worth MetroPlex. Joe comes from a Family of Teachers/Educators. Joe is for Texas Public Schools with parental over-site. He attended local public schools. He graduated from Grand Prairie High School and the University of Texas at Arlington.

Joe is also for lowering residential property taxes. He has strong ties to the community. As a Bible-believing Christian he has grown up in church and is currently attending Inglewood Baptist Church.

Joe met his wife Victoria at our church. He quickly fell in love with her Christ-like servant’s heart and her gentle spirit. Soon after meeting her, they became engaged, and are excited to blend their two families of two beautiful daughters, and two terrific sons, and 10 grandchildren. They were married on March 12, 2022.

Joe has been a local REALTOR for 44 years, so he is passionate about supporting home-ownership, homeowners’ rights and the entrepreneurs and small businesses in Texas. Joe is also for lowering residential property taxes and has strong ties to the community. He has made Arlington his home because of the strong conservative values and sense of family that exist across the community. It’s the love, Joe has for the people and families of District 92 and of the Lord, that inspired him to run to serve the community, state and nation in you in your Texas House.

Joe Livingston's Policy Positions


Pro God, Pro-Christian, Pro-Faith, Pro-Life, Pro-Family.

I am Pro-Faith; I am a Christian, but I support everyone’s freedom to worship according to their own beliefs.  I’m opposed to groups who would try to prevent an American’s right to worship as they like and suppress religious expression.

2 Chronicles 7:14 and my people, who bear my name, humble themselves, pray and seek my face, and turn from their evil ways, then I will hear from heaven, forgive their sin, and heal their land.

I am Pro-Life; I believe that babies are a gift from God and are entitled to live.

Jeremiah 1:5 Before I formed thee in the belly, I knew thee; and before thou camest forth out of the womb I sanctified thee, and I ordained thee a prophet unto the nations.

Ephesians 5:31 For this reason a man will leave his father and mother and be joined to his wife, and the two will become one flesh.

1 Corinthians 7: 2 But because of immoralities, each man is to have his own wife, and each woman is to have her own husband.


Parents have the right to determine what is taught in the Texas public school system. The Texas legislature must ban CRT in our public school system. Schools should teach the basics and not social issues.   I’m opposed to exposing school children, especially elementary and preschool-age children, to books and materials that include sexually explicit pictures and subject matter, including material about gender modification. 
I am for Improved education; Schools should teach basics like reading, writing, arithmetic, science, civics, and history. Our children should be taught history, not hate. Social and sexual issues should be taught at home. Parents should have a say in what the students are taught instead of bureaucrats.

Proverbs 22:6 Train up a child in the way he should go: and when he is old, he will not depart from it.

We are blessed to have many excellent schools, but we can improve. I’m for more local control of our school districts and will lead efforts to ensure tax dollars make it directly to the classroom and teachers.

I’m for lowering the high-stakes, minimum standards of the STAAR exams for students. Teachers should be allowed to teach their subjects and not be forced to teach to pass a test.  I support our Texas teachers, and I’m for an increase in the state’s contribution rates at the Teacher Retirement System (TRS) and support giving our retired teachers the thirteenth check.


Pro Lower Gas Prices.

We must ease the crippling restriction on oil and gas to help Texas families weather the astronomical inflation crisis. We should finish building the Keystone XL pipeline to allow for a better supply of oil!

The oil and gas industry is critical to the success of our State and Nation. The industry has been hit hard in recent years but I will always work to help the oil and gas industry and stand firm against radical policies that would undermine it.

I’m for energy independence and a secure electrical grid; too many people were affected by the recent ice storms and heat waves. I support better oversite of the state’s electrical grid to ensure that we never have that type of failure again.


Pro Improved Infrastructure.

We should improve our roads and highways to be safer and less congested.  I am for better Infrastructure and Roads; Safe and smooth transportation is a critical component in ensuring the success and growth of our country. I will ensure our infrastructure and roads are well-maintained while working toward the most cost-efficient solutions. High quality should not be synonymous with high costs. I will always strive for the best solution for the lowest possible cost. Medians and curbs should be marked and lighted better so as to be seen better in the dark and bad weather.


Pro Freedom.

I am Pro-2nd Amendment; I believe in the constitutional right to own and carry firearms except for criminals and those judged to be incompetent to do so.

I support the NRA and fully support our right to keep and bear arms. I will always be on the side of gun owners and will support their constitutional rights.

The Second Amendment of the United States Constitution reads: “A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”


I am Pro-Liberty; I believe that the government should not be allowed to interfere in the right to own and operate a business. I am opposed to mandates and shutdowns.

I am for limited government; the government should stick to things that the government should be doing, like building and repairing roads, protecting our citizens from crime, and enforcing illegal activity at the U.S. Borders.

Small businesses are suffering now, more than ever. The Texas legislature should lift regulations on small business owners and reduce taxes on Texas families. Texas can’t afford to wait.


Pro Police, Fire, and First Responders.

Pro Training for Police Officers.

I am in support of Public Safety; I support local law enforcement leaders and first responders and will work to ensure they have the resources and support they need to keep our streets safe. I will continue to support efforts that focus on rehabilitation to decrease repeat offenses. I’m opposed to any effort to De-fund the police or any other law enforcement agency. I support providing enhanced training for law enforcement so that officers are prepared to perform their duties more effectively, but with fair and equal treatment to all citizens.

I am for better prevention of cyber fraud. The government frequently falls behind in utilizing advancements in technology and security. Sensing a looming disaster, I support sweeping cyber security laws that will help keep your private information stored with the state safe from cyber-attacks. I support efforts to protect us from scams and spoofs. Violators should be prosecuted and punished to the full extent of the law. Additionally, sexual predators should be pursued and prosecuted.


Pro Border Security.

Immigration & Border Security; I support legal immigration by those who go through the established methods for those who are seeking to immigrate to our country. However, a nation without borders is no nation at all. By refusing to properly defend our nation’s borders, the administration has created an unprecedented crisis within the state of Texas. It is now up to us as a state to protect the integrity of our borders. We cannot wait any longer. We must stop the flow of illegal drugs and human trafficking. I will support Texas using every available resource to defend our southern border, including state funding to build the border wall and put more law enforcement officers and better technology along the border.

Texas must have a strong border to protect Texans from drugs, terrorism, and human trafficking coming across the border and into communities in Texas and beyond and to encourage LEGAL Immigration!


I am for Eliminating Taxpayer-Funded Lobbying; using taxpayer money to lobby for more government spending and higher taxes is wrong. I will work to eliminate taxpayer-funded lobbying in Texas. Your tax dollars should not be used to hire expensive Austin or Washington lobbyists to help push political and bureaucratic pet projects, growing the size of government at every level.

I am for lower taxes; One way to accomplish this is to consider modifying the property tax in Texas. We must provide real property tax relief so that our neighbors are never taxed out of their homes. We must cap the rate of tax increases, freeze appraisals, and increase transparency and accountability at the local and state levels. I believe that we should increase transparency in government because that’s the only way it can be held accountable to the people.

I will fight for property tax reforms; by ensuring your money stays in your pocket. I will work to give voters the right to veto attempts to raise property taxes and increase your homestead exemption. “I support the long-term goal of eliminating the Property Tax in Texas.” Property tax waivers given to businesses should be limited and not disproportionately put onto homeowners and the elderly.

As a successful businessman, Joe knows you can’t spend more than you take in. He will use his private sector experience to bring fiscal discipline to the state budget.

Pro Economic Responsibility.

I am Pro-Business; Promoting high-quality business growth and development is a major part of ensuring Texas’s future success. I will work hard to help promote high-quality jobs, to keep Texas working. Stronger business equals more local jobs and a better economy.

Texas is the economic engine of America because of its low regulation and pro-business mindset. Texans know that when you get the government out of the way and let the private sector create jobs, the economy will flourish. I am an advocate against socialism and will always promote capitalism.

Luke 3: 12 And some tax collectors also came to be baptized, and they said to him, “Teacher, what shall we do?” 13 And he said to them, “Collect no more than what you have been ordered to.”


Pro Veterans.

My goal is to fight for every veteran; to fix the current health and medical issues at the VA, to address the number of homeless vets on the streets, and to get additional funding and resources so they can overcome any mental issues they face. I love all our men and women in uniform, both past, and present.


Pro Election Integrity.

Elections in Texas must be safe and secure. Part of that is making voter fraud a felony again. I believe that every qualified voter is entitled to vote, once per election. I will fight with everything I have to make that happen.

I am for Election Integrity; Guarding the security of our ballot box and guaranteeing the legitimacy of our elections is fundamental to preserving a free society. I’m in favor of an Election Integrity bill to provide uniform voting hours, increase penalties for ballot harvesting, require Voter ID for mail-in ballots and applications, and verify citizenship. I have served as an election judge in Dallas and Tarrant counties for over a decade and have learned ways to improve the process and secure the ballot. I’m for a periodic forensic audit of elections in Texas, to clean up voter rolls to remove the duplicate, deceased, and relocated voters.

Election integrity is critical to the future of our state and nation. Your vote matters, and I remain committed to ensuring each and every legitimate vote is counted and recorded accurately.


I support the adoption of the Legislative Priorities of The Republican Party of Texas and urge the Texas Senate and House Republican Caucuses to adopt these legislative priorities as their own.

I also support the Platform of the Texas GOP.
